Question System freezes after changing GPU

Hello, I just upgraded to 4070 ti super from 2080 super and I am experiencing freezes.
Freezes occur when I boot games and benchmarks. I have ran Unigine Heaven benchmark and noticed that GPU immediately gets on ~90% load, CPU as well. After 2 seconds both monitors freeze and I am forced to reboot the system. I did MemTest86 and got no errors, uninstalled old GPU drivers and installed new ones. Also CPU and Chipset drivers are up to date. I am out of ideas.

My specs:
CPU: Ryzen 7 5800x3D
GPU: MSI GeForce RTX 4070 ti super Ventus 3x OC 16GB GDDR6X + Alphacool Eisblock Aurora RTX 4070 ti Ventus with backplate
MOBO: X570 Aorus Master
RAM: G.SKILL 64GB (4x16GB) 3600Mhz CL16 TridentZ RGB Neo
PSU: Corsair HX1200i 1200W 80 Plus Platinum
 
Core Clock And Memory Clock Just Just try downclock speed little at a time by those circles and press tick. Numbers will so - when you turn down speed. Also you can turn the fan speed up!

Maybe it's power related? I am using cable splitter that was included with GPU and 2 separate power cables as msi suggests but maybe I am missing something.

I tried lowering the power limit in MSI Afterburner and now it doesn't crash on benchmark. However, GPU is making werid scratching like noises and benchmark is lagging a lot.
It seems like GPU is making that sound every frame.
