Question System freezes for around a minute upon start and cpu boots up hot

CPU boots up at 50 degrees celsius which isn’t considered too hot but with my cooling it usually is around 28 degrees. System then freezes upon start for around a minute. I built this pc 5 months ago and haven’t had any problems until yesterday. Last time I cleaned it was 3 months ago but it looks clean enough. I don’t understand why, I also reset the bios and it didn’t change anything. My drivers are all up to date as well.

Specs:
-Intel i7 8700k (not overclocked)
-MSI Rtx 2080
-kraken watercooling on the cpu
-ASUS motherboard (I know it’s not very specific but I don’t think it’s part of the problem)
-32gb (2x16) 3200 15-15-15-32 gigabyte
-EVGA 750 watt PSU

did you try reapplying thermal paste?

do check your water cooler pump
