Question System goes to BIOS password screen on startup ?

So basically whenever I startup my pc it sends me to the bios password screen (it's a used PC so I dont know the password). Sometimes I can bypass this on startup, when I log in to my User it just shows me a blank screen (i can move my cursor and use Ctrl-Alt-Delete).

It has happened before a dozen times, but I always restarted my pc several times and it worked.

Any way I can fix this?
