Question System has 32 GB Ram But not able to use all of it

My system has 32 GB ram. I am running WEKA (machine learning algo analysis software) tool on it. In WEKA setting I have increased heap size to 28 GB. But when I check in task manager it shows (in performance tab of win 10) "in use memory" as 15 GB and "available memory" as 16 GB. So with 15 GB memory I am not able to run my algorithm. How can I take this in use memory to 25+GB? System configuration HP Z230 Series , Processor Intel Xenon CPU E3-127 v3 @ 3.60 GHz, 64 GB Win 10 Pro OS

I see you listed a couple items for your System configuration, but no memory part numbers or link to memory you are using. Is it possible someone added extra memory to the system to get to 32GB?

Z230 Tower Workstation has 4 DIMM slots, supporting up to 32GB ECC/non-ECC, DDR3 1600 MHz.

Sometimes people add extra memory that is not compatible with existing memory.
