System not booting up

I am using a gigabyte motherboard (970a-ds3p) in my system. For last few days my pc is not booting up. All the time the processor fan get stopped after few seconds. I troubleshoot the issue and find that with other components(ex. ram, graphics card) or without other components it is having the same issue. But the processor fan is working properly if I connect it into a different jack(not the CPU_FAN jack) of this motherboard.

So my question is do you think it is a motherboard issue or anything else can be the cause?

That means your MB has problem. If you did follow this: http://www.tomshardware.com/faq/id-1753671/bench-troubleshooting.html Keep in mind you will need the GPU to test, because your PC does not have onboard iGPU.
