Question System problem during startup (Windows 10)

Hey everyone, I have a problem with my system.

My system is Windows 10 (latest update). I have an SSD and HDD disks - the system is on a 480 GB SSD, the disk is functional and half empty. I have 16 GB of RAM and a GTX 1060.

I have a problem when I start my computer (both restart/shutdown - this problem does not occur when I do a shutdown and then restart). When I start the computer, the desktop is unavailable, there are no icons and my cursor is an hourglass. After a few minutes, the icons will appear and you can use it normally. I see that my windows is unstable, every time I run Firefox there is no response, after a few minutes it is available and can be used. Sometimes when I want to delete a file or folder it takes a very long time, causing hangs.

I tried all the tools related to my problem but nothing helped, I searched on YouTube and various forums.

HDtune is not showing any SMART info.
Try with Crystaldiskinfo.
