System Problems

Ok so I finally got my E6600 today, it was OEM. i went out and got a Thermal-take silent Heatsink for it /w thermal paste. Ive put lots of AMD system together, so I thought that this would be easy. I put everything together.. started it up.. and now, everything turn's on, but there is no signal from my videocard and I dont here that inital beep.. Did I fry my Processor? or is it a power supply issue.. NOTE: I have a 460w ps.

Intel Core 2 Duo E6600
Gigabyte GA-965P-DS3
2 Gb of OCZ DDR 2 800mhz (PC6400)
7800 GT (Oc'd Out of box)
1x Maxtor IDE Hdd
1x Western Digital Raptor 10k RPM SATA
460w PS

I did some reading, and I think I might know what the problem is. I really didnt know how to properly install my Heatsink (Didnt get manual's or anything!! YAY FOR ME), I believe I might have installed the back plate wrong, some metal might be touching the mobo. Is there any hope for the mobo if it is shorted?

Try it and see.
If that wasn't the problem, list your PS make/model, because some 460w have very low +12V current and won't power your setup properly.
