System randomly freezes and resumes, old system and new.

I've been having an issue since my old build that now seems to be amplified in my new build. Everything randomly locks up, mouse wont move, Aura Sync lights freeze, and then after between 1-30 seconds or so, it all resumes as if nothing happened. Happens wether im OC'd or not, and while idling or playing a game. Since the issue has persisted since I've upgraded my Mobo, RAM, Gpu and CPU, im guessing its down to either my PSU or perhaps my OS SSD. Any thoughts would be greatly appreciated.

Old System:

CPU: AMD FX 9590
Motherboard: Gigabyte 990FXA UD5
Ram: HyperX 1600 16GB 4x4 DDR3
SSD/HDD: Crucial 250GB SSD, 1TB WD Green
GPU: GTX 970 Strix
PSU: Corsair RM1000 (Higher than necessary I know, thought I needed that much back when I got it.)
Chassis: Lian Li O11 Dynamic
OS: Windows 10 64 Bit
Cooling: XSPC X4 Photon custom loop to CPU only.

New System:

CPU: Ryzen 2600X
Motherboard: Asus X470-F Gaming
Ram: Corsair Vengeance Pro RGB 3200 16GB 2x8
SSD/HDD: Crucial 250GB SSD, Firecuda 2TB SSHD
GPU: GTX 1080 Strix
PSU: Corsair RM1000 (Higher than necessary I know, thought I needed that much back when I got it.)
Chassis: Lian Li O11 Dynamic
OS: Windows 10 64 Bit
Cooling: XSPC X4 Photon custom loop to CPU only.

Was this a fresh install, or simply reboot with new hardware and 'hope for the best'?

With new cpu, mb, and GPU, it might be best to delete your OS partition, and start over...; the proverbial 'nuke and pave'!

Nuked, salted the earth, erected a Walmart. Deleted all old partitions and started from scratch. Considering trying it again to see if maybe something got borked on the latest install. But as I said too, this issue was present on the previous system as well, just not as pronounced or frequent.
