System restarting after 3 sec again and again

i bought new computer - use recmoended ram, psu, everything is new - when i try to first boot - the computer restart every 3 sec - again and again - and i can not even boot - i checked everyhing in my second computer - vga , ram, psu , hard drive are 100% good working well in second computer , the problem must be with motherboard or procosesor i guess- when computer repiting restarting cpu led is red . pw sw led is orange, fans working, hard drive starting ( hear the noise) - any idea what can it be ? should i return motherboard and 7800x ?
i try with 2 diffrent rams, 2 psu (650w and 800) both working but in second computer)

this is procesor i7 7800x ( not sure )
x299 aorus gaming 3 gigabyte motherboard( not sure )
Corsair vengance 2x8gb ( RAM is on the supported list from mb) ( im sure 100% working)
water cooling Kraken x62 (not sure )
gtx gigabyte 1070 ( im sure 100% working)
and have 2 psu 650W new one and 800 old one ( im sure 100% working both )
1xssd ( im sure 100% working)

Solution
Remove the CPU and unplug the EPS cables from motherboard. Try booting that way, if it still restarts, you know you have faulty motherboard (unfortunately there is no way to test CPU). If it behave differently then now, it may be either component causing problem.
yes checked it twice - socket looks goods , pins too - cant find anything wrong with pins. mb was new - have 1 day same like 7800x - that is my 15 build ( this one is for friend) - never have problems like this.
 
It could be as simple as a faulty psu as i had this and i had to jog my brain for a few hours debugging it took everything out to try and shortlist them and it was only when i took the psu out and tried a different one that i found out i had just received a faulty psu so i would try using a different psu if you have one spare and see if that helps.

Psu is good - i try other one and same problem - but im sure psu work well with other build , when i only connect mb and proc still doing reset evry 3 sec ;-( without ram , gtx, ssd - that is so sad
