System restarts several times on startup, goes to advanced repair

Built this for my son for Christmas. Worked fine until about a month ago when he told me the screen would sometimes go blank. Eventually it would go blank shortly after he turned it on. I reinstalled Windows and the same thing kept happening. It restarts several times upon appearing to start loading Windows before going to the Recovery screen. Also seeing red bars across the screen when I should be seeing the Gigabyte logo on startup as well.

System specs:

AMD FX-9370 cpu w/ Corsair H100i liquid cooler
Gigabyte GA-990FXA-UD3 AM3+ motherboard
Western Digital Blue 1 TB 7200 RPM HDD
Crucial MX100 256 GB SSD
8 GB G.Skill Ripjaws X DDR3 1866 SDRAM
Rosewill ARC-750 750 watt psu
Windows 8.1

What GPU? First thought is the PSU, AMD recommends about a 1,000 watt PSU for the 9370.

Radeon R9 270X. I think made by HIS. Most of it was a bundle on Newegg, I added in the SSD and a DVD burner.

I'd try a better or at least similar (actual wattage wise) PSU and see if same, if OK then your current PSU may simply be deteriorating from the draw that's been on it

Ok, I ordered a 1000w psu, we'll see how it goes.

Installed a new 1000w psu and still getting the same problems. Starting to think it's the motherboard. Thoughts?

Can you borrow a different GPU to try or try your on another rig? Have you tried a different cable to the monitor, or a different monitor?

I've tried the monitor on another system, so I know that's not the problem. I can't imagine it's the gpu if the system is rebooting.
