[SOLVED] System restarts with AMD driver installation

So I recently changed out my mobo/cpu/gpu/ram and I did a fresh install of windows 10 to reduce the chances of any issues. I install all the drivers for my mobo, but when I try to install my GPU drivers, the AMD software forces my PC to restart when it is "detecting my system configuration". Additionally, I've been trying to boot into safe mode but my system flat out doesn't let me. I do the shift click+restart and restart into safe mode, but then my pc restarts a second time and then it just goes into normal mode. My PC specs are:
CPU: Ryzen 5 3600x
GPU: RX 5700 XT
Mobo: b450 tomahawk max
RAM: G.skills ripjaws (2x8) 3600
PSU: XFX TS 550W 80+ bronze
I suspect it might have to do with my PSU being too old? But i dont know. I have googled to see the recommended wattage for a system like mine and I am above it. if anyone could help me it would be greatly appreciated!

It could be a PSU issue as AMD recommends 600W for a 5700XT or it could be a fault with the card itself
So i just swapped my rx 5700 xt back out for my old gtx 970. I used DDU and installed Nvidia drivers. Everything was going fine for a bit but my computer started restarting again. Does this mean that my PSU is bad?
