I want to do a system restore for my custom built pc on windows 10, as I think it may help with a few problems I have been having. Just wanted to ask if you do a system restoreback to 2 weeks ago, and it doesn't solve anything, can I revert back to what state my computer is at now??

Unless you have individual images saved elsewhere, no.

On my system I can. I use Macrium Reflect, and have it set to do a full image of the C drive every night at 2 AM. Keep for 2 weeks.
So, in theory, I could use any one of those images over the last two weeks to put on a drive.

I could even go back a month if desired. The C drive also gets imaged to a different PC every Sunday at 3AM.

These are all individual images. Just have to select which one I want.

Windows System Restore is meant to restore your machine to a previous time, but MS never really paints it as a recovery or restore utility. It's simply not meant to do that. It's best to not rely on it either, as it's bound to fail if you have even the most minuscule of issues on your machine.

As mentioned before, if you want something to recover a pc, disk imagers like Macrium Reflect are good options. If you prefer something akin to Windows System Restore, snapshot tools like Comodo Time Machine or Rollback Rx will probably offer you what you're looking for in terms of functionality and performance. Both offer free versions as well.
