Question System running slower than expected

This may be a bit of a longer post, but more details the better.

Rig Specs:
MOBO: Asus prime-b350 plus
CPU: AMD ryzen 1600 OC'd to 3.95 w/ hyper 212 evo cooler
Ram: corsair vengence 3200
GPU: MSi gaming 1060 6gb
Windows 10
Using the AMD power plan


I recently upgraded to a 1440 main monitor, while using the 1080 as a second monitor.

I have been experience really bad frame rate drops in certain games, mostly in League, which I feel like I should be able to run.

League settings are all the way down to medium etc and still I get massive what I would describe as "frame lag?"

I'm not the best when it comes to the "whats wrong" side of PC building/gaming. Should I be able to run League at 1440 on the 1060 6Gb, or is that card just simply not able to do it? I've been looking at making the jump up to the 2060 super or 2070 super but wanted to check in here to see if maybe the current rig just wasn't running as it should be.

Im not sure about League as I dont play it, but I used to run a 1060 3gb, then I switched to the 2060 super.

What I CAN say is that in Apex Legends with the 1060 3gb I was dropping from 170fps in some areas, down to 44fps in others on all low graphics. When I switched to the 2060 super my lowest fps has been 133 on all low (besides textures). SO I can ATTEST to making the switch as no matter which game your playing the upgrade is very nice.

League Im assuming is more CPU bound than GPU as its a top down game and although it can have some great graphics, nothing would really warrant the full use of the 1060 6gb, in my opinion. The 1600 you have is a bit dated.

Have you tried seeing what your gpu and cpu usage are at while in game? You can do this with Riva Tuner. Its a free software that allows you to put an overlay of your hardware statistics on your game so you can see exactly whats going on when the issue occurs. We do this because when alt tabbing out of the game, the usage and temps will drop pretty fast as you go to look at them in say Task Manager, and you wont get an accurate reading on the exacts for when the issue happens.

I would check your cpu and gpu usage using Riva Tuner and report back. If your cpu is say at 90-99%, and and gpu lower during these frame drops, it is a cpu bottle neck. And vice versa. If they are both at 99% then its time to upgrade both, however I doubt the 1060 will be above 60-70% but as Ive said I have never played League so thats why I would need you to check the usage for me.

Also if your running the game at 1440p, the 1060 isnt that great for 1440p and the 1600 isnt either. If you are running it at 1440p, does the same issue happen with 1080p?
 
Okay so I've got some numbers for ya,

At 1440:

GPU: ~25% at 1569MHz
CPU: ~20-30%
FPS from 144 down to 80 and all over the place between.
This happened both full screen and borderless.

At 1080:

GPU: 13% at 1569 MHz
CPU: ~20%
FPS from 144 to~90 and again all between

Also is your CPU using turbo boost or anything of the sorts? You could try setting a steady frequency on your CPU (typically I will do this at the max boost clock of the cpu, so if your max boost clock is 3.7ghz, you would manually set the cpu to always be at 3.7ghz, etc). I ask this because sometimes turbo boost doesnt work properly and you dont get the best performance out of your cpu when it downclocks.

Currently at work, so I cant give temps with perfect accuracy, BUT I can tell you that even during a full load stress test on the CPU, the temp never got above 70 C and was sitting at 100% usage. Temps were through ryzen master (Hardware monitor refused to work.) The GPU temps should be fine as well, the fans hardly even turn on while playing league so I cant imagine its a temp issue.

As for the boost, the CPU is overclocked to 3.95 so wouldn't it just stay at the 3.95?

Ram is a 4X8 GB kit, which is just set using XMP profiles to 3200MHz
 
Just want to bump this, Anyone have any ideas what could be causing this issue? It is literally making a game like league unplayable, anything can run league.... very frustrating.
 
Don't want to continue to bump, but I believe I may have some progress, playing PUBG everything is fine, GPU at 98% and CPU sitting around 50-60%.

So now the question shifts more towards what could be causing just league to run like crap, frames are all over the place, constantly changing.
