System seems to be only using half of its RAM

I have two 4GB sticks of RAM installed on my PC. In task manager it says I have 6.9 GB of usable ram and the other 1.1 is 'hardware reserved' (problem in itself). When I go into task manager and look at what is using my RAM by percent I noticed that a program that uses 1.5 GB of my RAM was using 55% of my total RAM (should be way less). Does anyone have any idea why?
Edit: On system idle I am using almost half of my RAM

Try Windows Memory Diagnostic Tool.
If there are no issues procced to using Aida64 to stress test your RAM and see if it uses 100%.

The tool did not come up with anything. The stress test uses just under 4 GB of RAM with the total used at 6.4. Anyway I can find where the other two GB are going??

Did the two RAM sticks come in a package, so 2x4GB.

You may be facing compatibility issues if you are not using two sticks that come together paired and tested.

Install CCleaner & Malware Bytes.

After this run a scan of Malware Bytes and remove all suspicious files that it caught on it's radar.

In CClearner use the registry scanning and make sure all your registry is good.
Also clean windows through CCleaner.
