I recently moved my system over to a new case, which required me to swap for a new motherboard and power supply. I also changed the RAM just because. I will list the components at the end.
The problem I'm having is that the system is stuttering, sometimes for multiple seconds at a time, but other times it's almost unnoticeable. This stuttering is even occurring just as heavily while I'm in BIOS. It's worth noting that the system seems to stutter less frequently and less intensely after I have had it booted for a while, although after opening applications sometimes it starts stuttering intensely for a bit. I have NOT had any BSODs or other performance issues, and temps appear to be fine.
Here is what I have done to troubleshoot the problem:

Here is what I have done to troubleshoot the problem:
- Tested with old RAM (single stick)
- Tested with both m2 SSDs, installing Windows 10 on each individually and booting
- RMA'd the previous motherboard (exact same model and rev 1.2), same issue occurs on both motherboards
- Turned off fTPM since there are known issues with stuttering on AMD CPUs
- Motherboard: Aorus B550I PRO AX
- CPU: AMD Ryzen 7 5800x
- CPU Cooler: ASUS TUF Gaming LC 240
- GPU: Gigabyte Geforce RTX 3070ti
- RAM: G.Skill Trident Z 2 x 16gb 3600 (CL18-22-22-42)
- PSU: Cooler Master V850 SFX Gold
