System stutters when no activity for >5 minutes

Other than having Chrome open with one of the tabs playing Pandora, and 1 Sticky Note on my desktop there are really no other programs running (see picture for most active programs). The issue seems to happen when I do not touch anything on my computer and there is no input for about 5 minutes. At that point I noticed that my audio started stuttering so I went to open Task Manager but as soon as I moved the mouse it stopped stuttering. So I opened up Task Manager and just let it sit there with the list sorted by CPU usage. After 5 minutes, a program appeared called Windows System Assessment Tool which took up all of my processing power. So I clicked on it so I could look at the details but the program stopped when I moved the mouse or pressed a key on the keyboard so it was no longer listed in the Task Manager, and therefore, I cannot Right-click > Details or Properties or whatever options it would show me.

So my question is: what is this mysterious program and why is it doing this? Is this a critical program or can I just delete it? Or is there a way to make it stop doing this? Attached picture of the Task Manager using PrintScreen so as to capture it before the process stopped.
