Question System unstable ? (task manager goes crazy)

So if I open up my task manager my memory,cpu,gpu,disk % is not stable,it would go up and drop...I once saw it on a friends pc and it was all pretty much running around the same percentage.I would say disk and cpu are the worst,gpu is pretty much good.Is this normal ?
