System Volume Information folder filling up all of my disc space

My system volume information folder has been filling up for a while now. This is not a problem with system restore points, which is usually the default response for this question. I have gone through every step to delete all system restore points, to turn off system copies, etc. This does not fix it at all. All of the files in this folder are miscillaneous, and do not belong in the restore folder. Anyway, this folder has been filling up extremely quickly. It occupies 400GB out of 500GB total, and i cannot download anything anymore which is a huge issue. I would love to know if anyone has any idea about what is causing this problem, and again it is not an issue with system restores that can be solved by going through the process of deleting them. Thank you!

System Restore is the only service on your computer that uses the System Volume Information directory. No other process has access, unless your system is infected with malware.
is there something i am missing then? I have completely turned off system restore, and this folder is still completely filling up my disc. I also get the notification that there are no system restore points created as of this moment. When i open up the sytem volume information folder, all of the files taking up space are not under any folder such as windows backup. They seem to be created daily at random times, and take up around 2GB each. An example of one of the files names is {91dbd11e-a73c-11e4-8376-4c60def70d1e}{3808876b-c176-4e48-b7ae-04046e6cc752}
