System wont boot. Error code 0xc0000098 with an issue with \Windows\System32\drivers\ntfs.sys

Just recently after installing wine to my Ubuntu partition, my windows partition fails to start. The initial issue was with winboot.exe but was fixed with startup repair from the windows 10 installation DVD. My current issue is with the NTFS driver. Upon startup, I get the error message

"The operating system couldn't be loaded because a critical system driver is either missing or contains errors.

File: \windows\System32\Drivers\Ntfs.sys
Error code: 0xc0000098"

Attempting startup repair from the Installation DVD either reboots the computer after a few minutes right back to the error screen, or returns with its own error that it couldn't repair my computer. I have looked around for the error code but it always points to the BCD, which I also tried to fix with no luck. I saw one person suggest I run "ntfsfix /dev/sdx" on a linux system so I did so on my Ubuntu partition using "sudo ntfsfix /dev/sda1" and it works fine but the error still persists. Hell I have even tried replacing the driver with one from a working windows system with no luck. I want to avoid re-installation because I just reinstalled windows.
 
Startup Repair will always try to repair your boot manager, but if it can't then it needs to be replaced fully and that is only done by re-installing Windows.

With all these re-installations of Windows, aren't you backing up your system? Should be backing up with either a disk imager (i.e. Macrium Reflect) or a snapshot tool (i.e. RollBack Rx). These kind of tools would save you the time and necessity of a re-installation.
