System Won't Boot

Hello awesome folks at Tom's Hardware,

I've recently purchased all brand new parts for building a custom PC. My knowledge in building a PC from scratch is extremely limited so I had a good friend of mine help out -- he works on computer hardware part time as well. After putting everything together, it won't boot. Neither of us can figure out why and feel stumped.

We have also looked through several sources on Tom's Hardware including this one but still no luck:

I apologize in advanced for the incredibly messy cable-city that is within my system -- that will of course be cleaned up after I can at least get the machine to boot up.

Do you hear any kind of sound (exept fans and drives) while boot. If not, check your PSU and your 24-pin cable. Verify these are correctly pluged-in and are not damaged. Also check the cable that plug the PSU to the wall output is OK.

Your GPU requires BOTH 6-pin PCI-E power connectors to be plugged in. Your pictures clearly show that you only have one of the connectors plugged in. We have a troubleshooting checklist in the stickies at the top of the forum for you to go through if you're still having problems. There's also a link to the checklist in my signature. My guess is that it will work fine once you properly power your GPU.

It also needs the latest BIOS on the mobo to support that CPU

Is there a sticker or something on the mobo with something like 1.20 or 1.30 on it??

This maybe the BIOS version. If it doesnt say 1.30 its not going to do anything

You dont need BIOS update with Z97 boards and Haswell Refresh CPUs

I see some problems with your specs
1 your psu is minimal , and you are using a high end gpu
That gpu requires a minimal of about 42 amps on the +12 volt rail of that psu maybe a bit more .
Some 600 watt psu dont have those amps on the 12 volt rail so getting a better psu like 700 to 800 watt is best
In the gpu specs it says minimal 500watt , so thats what you got plus you got other components that are using juice
from that minimal psu so I would guess that the reason it dose not start is because there is not enough amps
on the +12 volt rail . Never use the minimal psu recommended, it dose not account for all the other hardware your going
to include in a build . Always get something 200 to 300 watt more to give your components ample power

Paul NZ is correct, the motherboard lists the i5-4690K as working beginning with BIOS version 1.3 according to the official ASRock support page. You need to verify the facts before calling somebody out like that...

Thank you all for your input!

I'm trying to edit my post to show the changes I've made although I keep getting errors. I've tried on a couple different browsers and still getting the errors. (It first tells me I need to provide a title at least 3 words and then asks me to provide more details overall which I've of course done both.)

In response to your much appreciated input:
@datRobot: I don't hear any sounds at all -- there doesn't seem to be anything powering up whatsoever. Far as I can verify, the connections to and from the PSU are correct. The wall output works (tested with a light).
@shortstuff_mt: Yes, I have both 6-pin PCI-E power connectors in. At the time I took the initial photos, I was in a desperation mode of troubleshooting and connecting only one connector was my last of crazy attempts.
@Paul NZ: The BIOS of the MOBO should be good based on that. There is even a sticker indicating the MOBO is 1.30.
@Slavegamer: I have now redone my setup with a 850W power supply and still, the system is not booting up.

Alright guys, looks like this post is closed. I'm determining that the motherboard is dead. I've ran several troubleshoots with two different PSU's as well as ensuring both PSU's work with another system.
