System won't power off

I'd go to shut down my computer, and the OS would power down and everything, but all the lights and fans continue running long after the operating system shut itself off.

I cannot tell whether this is a sign of my Power Supply going bad or whether there's been a change in my system settings, because this didn't start happening until after I updated my BIOS on my motherboard.

I'm at least hoping it's a setting I can change, I just don't know where to look, whether with windows or in BIOS?

Here are some system specs:

Windows 7 Ultimate, 64bit

Kingwin Mach-1 1220 Watt PSU

ASUS M4N75TD Motherboard with NForce 750a Southbridge

Does any of this apply to you:
1) Your computer supports the Advanced Power Management (APM) feature, but the Advanced Configuration and Power Interface (ACP)-compliant basic input/output system (BIOS) is not configured correctly to permit the operating system to turn off the power supply.
2) During an upgrade of the operating system, Windows does not detect that the computer is ACPI-compliant.
3) An OEM device driver or service is installed on your computer that is preventing the computer from correctly shutting down.
4) Your computer is not ACPI-compliant.

When I saw the title to this thread it brought back a part of my life I'd like to forget, I built my brother a computer a few years ago (Asus P5Q Deluxe) and after my brother came home from vacation he attempted to power on his computer only to find that it shut itself off almost instantly, the LED's and case fans NEVER turned off unless he unplugged the PSU! Next my brother reached over to turn on the desk lamp only to find out it was a badly burned bulb, that's right his house suffered a very serious power surge! Every bulb in the house was blackened and dead, his surge protector was 20 years old. Since the Asus mobo was under warranty Asus sent me 5 mobos with the exact same shutdown issue, weird! Dude I think your mobo is finished imo.

system, i had a long delay after installing new power supply

it's probably motherboard its socket 775 so its too be expected (i got it when e2100 was quite new)

I got it fixed, I contacted ASUS and they suggested that I reset CMOS to default settings. And it worked, I guess I must of tweaked something the wrong way.
