T-Mobile Hotspot wont connect to HP laptop

Hey there, thanks for taking the time to help out.
I am currently helping a friend who works here in our local cafe setup his T-Mobile hotspot to his HP laptop.
When adding the connection, it shows it has "successfully added the connection" but does not show up on the "active networks" area.
I did set the hotspot to allow all devices and was able to connect it to the iPad.
I tried manually entering the MAC address, no luck.
Connected his phone via USB, no luck
ran troubleshooter, no luck.
The settings litterally say " turn on wifi, put in username/pass and you're good to go!" but that doesn't seem to be the case...
 
Solution
My only other suggestion this late in my GMT+0 evening is the channel the Hotspot is broadcasting over compared to the one the wi-fi device on the laptop is set to. Maybe changing the latter to Roaming you might get a result.
It doesn't even show up on the available networks, thats what I find odd... It connects to his IPAD with ease, but cant seem to understand why it wont connect via laptop
 
No worries! Just troubleshooting, eh! Haha
Well, my iPad and his iPad were able to see the device,
it was originally on "only allowed devices" but I changed it to All devices can see this network. and I can see it on the iPad and unfortunately it still doesn't come up on "available networks" on the HP laptop
I checked his drivers, everything is up to date. I tried to manually enter his MAC address but that didnt work either.
