Taiwan is alot tougher than you give it credit for and the US / Japan / most Asian countries would benefit more from helping Taiwan then letting Taiwan fall into the hands of the CCP.

Yes, but...

When you're brave enough to stare down the barrel of the Chinese tank, I can understand not wanting others to exploit your vulnerable position.

To me, their position is sensible. They're merely saying they'll cooperate to ensure truly common interests, but that's it. As for "fall-back" plans, TSMC has announced fabs in the US, Japan, and I seem to recall somewhere in Europe.
