Task manager displays installed physical memory as 2GB.

My PC has 4GB (2 x 2GB) DDR3 RAM installed. But when I open my system properties, it displays the installed memory as 4GB whereas task manager displays installed memory as 2GB. One RAM stick is of speed 1333 MHz while the other's speed is 1600 MHz. Suggest me a solution so that I can utilize the whole 4GB RAM of my system.
