I have two sticks of Corsair Vengeance LPX 16GB (2x8GB) DDR4 3000MHz sticks and i changed the XMP settings to actually give me the 3000 MHz. But when checking in Task Manager it only says 1500 MHz.

Solution
What does CPU-Z reports?
D.D.R. Memory
Double. Data. Rate.
1500 x 2 = 3000

If CPU-Z says 1500, then you're fine. It's actually running at 3000. There are so many different kinds of RAM that they have it this way for technically complicated users.

"Oh, it says 1500 BUT it is a Double Data Rate memory so it's actually running at 3000"

So if you click-n-check my CPU-Z Validation below and scroll down to the Memory section, it says: 1799.6 MHz (DDR4-3600) - Ratio 3:54 . Which means it is running at 3600. Try benching yours and validating it.
