Taskbar & desktop problem

So my problem is when I first boot up my pc for the first 5-10 minutes all of the windows based icons are not on my taskbar, like the store, and microsoft edge and i cant run anything as administrator, my task manager wont launch either it just says not responding. none of the console commands will work either because my command prompt wont open. if i wait 5-10 minutes without clicking anything my icons will load in and ill finally be able to actually use my pc

Before you do as vive suggested above, go into Task Manager and then click the 'Start-up' tab. Try disabling some of the start-up applications there that have high or medium as start-up impact. You can still open the applications later, it just means that they won't automatically start up when you boot up your PC. Next try opening up Task Manager ASAP after you booted up your PC and look for processes that are using a lot of cpu or hdd. Look up the processes and see if there are any that are not necessary. Try disabling the services that start up those unwanted processes when you boot up your PC.

If this all doesn't help vive's plan is probably the best course of action.
