Taskbar policy

Is there a way that one can restrict or prevent a user in
Windows 2000 or XP for that matter from Closing a taskbar
item? (next to the clock) This would be for a custom app
that loads at windows startup and then minimizes itself to
the taskbar tray.

Problem is- I need to prevent the users from Exiting the
application, by right clicking on it.
