taskbar popup window disappears

When I double click on a taskbar icon and release the mouse button, the popup window appears above the icon but disappears when I move the mouse to access the content provided by the icon. This only occurs with the popup window that rises up out of the taskbar. Windows that open completely separated from the taskbar stay open on the Desktop. I have tried moving the taskbar to different locations on the Desktop and changing the size of the fonts but the problem continues. Very frustrating. Anyone ever run across this problem...or solved it?

Right click on the Taskbar -> Click on "Properties" and in the "Taskbar tab" uncheck the "Auto hide Taskbar" -> Click on "Apply" -> Click on "OK"
