Taskbar Won't Pop-up While in Google Chrome

Taskbar won't pop-up while using Google Chrome. It appears when I'm on desktop or other programs. I use W10. I just noticed when I didn't have it maximized, the task bar did pop up when I point my mouse there. I tried re-maximizing it and the task bar showed up again.

I assume you aren't in full screen mode? hit F11

I've been having the same problem for a long time, first with W7, and now W10. The problem appears to be that the taskbar is actually popping UNDER the Chrome browser (also with Steam maximized...for me at least). These are the only two programs that cause this, and I'd love to know how to fix it.
