TECH: Smash TV sound

I have scratchy sound from my STV. I am also missing the sound of the
announcer. I have replaced the regular speaker and inspected the ribbon
cable from the PCB to the soundboard. When I turn the volume POT, the sound
remains scratchy, just at a higher volume. Any suggestions?
