Temature limit and power limt

So lets say your tempwture limt is set to 83 in afterburener is it then possible to hit 95c in games. Also what is power limit and temature limit exacly because my temature limt was set to 83 c but the gpu managed to hit 95 ( why my gpu 95 c reached is because my fans were off i talked about this in a other topic) why did windows not shut down on 95c and why did my gpu not downclock it self
Is my securety on power limit broken?

Not really sure what you are asking here, the power limit in afterburner is set for how much power the video card will draw, it has nothing to do with system shutdown due to overheating. If the system gets too hot, check your cooling, make sure heatsinks and fans are clean, maybe apply new thermal paste.
