Temp and volt jumps is this normal?

The problem Im having is that my cpu core temps are jumping around from a number say 34 then instantly to 40. And my Cpu volts are also jumping around. So my question is that is this normal?

I have a video here in case i didn't explain it well bare in mind I am screen recording which means it will not be idle. But these are the same things that are happening when on idle.

yes thats normal. if to look at cpu-z you will see that your speed is being cut in half. this is a power saving feature. your voltages and temps will go down in that case. and its normal for it to happen that fast.
