This subject is incredibly interesting to me, I got a vega 56 to 1850 stable (1950 not stable ) using insane amounts of air being the best example of powerplay tables in action and a 2700x to 4.55 same principle, I actually messaged intel directly for some equations that explain their temperature tables in an exact formula but they were not shy to say they have absolutely no idea, Nvidia on the other hand has throttling begin at 25c! Fair to assume amd and intel aren't that far off from that. Also power supplies begin throttling at 25c, hell my phone charger does too. I've heard of 3940xm at 4.6, 7970m at 1300 and 1080ti at 3000 which came from extreme temperature table manipulation, no liquid nitrogen either , amd let out a little peep about ryzen 5000 has an airflow detection calculator that also plays into this table, it would seem that extreme airflow would obviously beat ln2 for sustained use and might even give the cpus/gpus higher clocks, it's just really hard to be in a room with 16 6000 rpm fans and an air conditioner or something , in fact server cpus tend to utilize that principle..
