so i have been having slow cpu speeds for a little bit and that was because i did not do a clean install of windows when i got the processor, and i recently did just that and put windows on an ssd, but now its worse than ever and i got no clue.
my specs are intel i7 6700k 32 gb ddr4 ram and a nvidia gtx 960

it is thermal throttling, temps during stress test remain at 98-100c otherwise remain around 91-94 c and the average core frequency is 1.58 ghz
