Terrible FPS that makes no sense (AMD FX 6200, RX 480 4GB, 600w PSU)

So I got an RX 480 to go in my old PC. I knew that the CPU is awful and would bottleneck it but looking up people with this exact same system, it shouldn't run this bad. Games literally run identically to my old Radeon HD 6850. Skyrim remastered won't go above 35 FPS on lowest or highest settings. Settings don't seem to matter. Hitman 2016 won't go over 40 on both lowest and highest settings, and Hitman Absolution plays exactly the same as my 6850. What solidified it is when I tried Metro Last Light, which was unplayable on my HD 6850, and I get about 14-25 FPS on my new card. Looking it up, this guy, with an even worse graphics card, has 85 FPS as the lowest he ever goes: https://www.youtube.com/watch?v=MmtAXNjWkPM (I know he's using an FX 6300 and not a 200 but I'm pretty sure they're the same CPU with different clock speeds.

I uninstalled my old drivers and installed new ones before putting it in, I tried overclocking my CPU all over the place, my PSU should be more than enough for it (600w) and I don't think I have anything nefarious on my HDD but I'll run malwarebytes just in case.

Find games you play
Look at their frame rate results
MATCH your video settings to theirs
See your own frame rate. With your RX480 it will be same or better then theirs.

Post whether your are underperforming other AMD FX 6200 rigs.

p.s. I've upgraded many HP systems with new video and never hit a problem where the video card ran slower in the HP system then in comparable MBs. I currently have 2 home built and 7 upgraded refurbs in production.
 
First off I have an fx 6200 with gtx 1060 6gb and the cpu has performed great. My gpu has been maxed while the cpu is not when playing games on a mix of high to ultra. Had this cpu since 2012 too. It is overclocked at 4.4ghz. Something is holding your computer back. It is the same in all games as you say. There is a problem with your hardware or software. The problem is finding it. Have you monitored the gpu or cpu temperature levels for possible overheating. The have factory settings that will bottleneck when a certain temp is reached. After that you will have to test other hardware and think about reinstalling windows with current drivers if still having problems.
