Question Terrible problem, PSU or GPU coil whine?

Long story short, I just got a new GPU (RX 6700 XT) and ever since I put it in my PC, there's a problem. When I open a video game, even on the loading screen, a very loud buzzing sound starts and the screen starts to flicker on and off very fast. It wasn't happening when I first got it, but started a few hours later. It sounds a lot like "GPU coil whine."

I tried to attach a video that might capture the sound. It stops the second I Alt+F4 the game.

Turn up your volume - you can hear it at the beginning. The sound you hear when I pan over to the monitor is not my PC (its a fan in the other room)

I know coil whine is somewhat normal but this is VERY loud - I have some HyperX Cloud II Wireless headphones with decent noise cancellation and I can EASILY hear that annoying sound - and I can see the flicker on the screen.

I can't return or RMA the GPU, it was a gift.

Please help me, this is really annoying!

****EDIT: Just tried playing on integrated graphics, same problem. Maybe a PSU problem?

What is your pc build? What is the psu wattage?
Intel i5-12600K
Gigabyte B660M DS3H AX DDR4
Corsair Vengeance 32gb RAM
PowerColor Radeon RX 6700 XT
650W Cooler Master MWE Gold PSU

I just listened more, I think its the GPU. Why tho? Is it faulty? I can try to get a new one

You can reduce coil whine by undervolting card, or by restricting max refresh rate to below your monitors max. I have my 7900xt to max speed of 143fps using Radeon Chill.

I meant just to figure out which was cause but if you sure its GPU, don't worry

I meant just to figure out which was cause but if you sure its GPU, don't worry
how do I undervolt? msi afterburner, amd adrenalin, or something else?

You can use Afterburner. Just experiment a little to see if it has any effect on the whine. The whine is harmless but annoying.
Well I just followed the instructions of another post I found online, saying to not use daisy-chained PSU cables for your GPU, so I attached a second PCIe cable to the GPU and it helped a bit. Putting the side panel on helps a bit. And the fan noise and headphones help a ton too. So ultimately, I was just making sure that it wasn't something bad. Thanks for your help @Fix_that_Glitch and @Colif !!!
