Test Motherboard without components

I want to know if it is possible to test a motherboard to see if it is dead or not with just the power supply. Specifically, the Gigabyte B250M-DS3H. Can I or I can't?

You can. Connect just 24-pin cable and some case fans. If fans spin and LEDs get lit, you know there is life in motherboard, although that is not enough of a test to call it working.
