Like Kanewolf said, we'll need more information but if you're starting a build around a cheap CPU and want a cheap place to start I'll throw one out there-- try the i3-7100 and start building around that. But if you give us more information like what you're planning to be testing, what the other parts you plan to use, we can give a better answer!
