This sounds like you have over or under scanning, or a scaling issue, which is on by default with HDMI. Go into your GPU's control panel and make sure there is 0 scaling. You may also have to go into the TV settings and change its aspect ratio or input method to "just scan" or what ever is similar in meaning for your TV.

adjust your resolution and check the settings on your tv for overscan and underscan if it cuts off things at the correct resolution. some tvs dont work well with computers like the panasonics i use they have no overscan and underscan settings which means i need a custom resoltion for it to not cut things off

Well from what I could google on that model I would say your TV is up-scaling the Video to 1080p because according to the specifications the Video resolution is 720p. Up scaling would cause txt to be blurry give the fact that TV's are not really meant for viewing txt anyway. If Windows is showing the native resolution as 1080p that would be incorrect it may accept 1080p but the native resolution is really 720p anything else is just scaled up or down. I would try to set the resolution at 720p no scaling and see if that helps any.
