TF2 Lagging on a good pc?

Hello!
So i recently started playing TF2 again and now my fps is really low & unstable (100-170 when noone is around and dropping to a very unstable 30-40 fps when in fights).
I've played the game on this computer ~2 years ago with 200-300 fps with no issues what so ever.

I have tried various launch options and autoexec configs -> none have worked, slightly maybe.
I have the latest NVIDIA drivers as of now
I have fiddled with the video settings -> lowering my settings actually decreased the fps.

Specs:
GTX 980 STOCK
AMD RYZEN 1700X - All cores unparked, although tf2 doesn't seem to use more than 2 threads (-threads 16 did not work)
16GB 2667Mhz RAM
Currently running on m.2 Samsung SSD, also tried my regular 840EVO, no gains or losses.

I will give you any other information to the best of my ability if asked

I'm a rabid TF2 player, I was playing last night with no problems. I know sometimes they update the game and it has problems that go away after a day or two. I use an 3770K, perhaps it has issues with Ryzen? Is it only TF2 that has issues? Can you test with HL2, or L4D? Do any other games have issues?

I don't have any similiar issues in any other game - including cs:go. Unfortunatly i don't own HL2 or L4D. Setting the dx to 8.1 seems to have fixed the issue to an extent where the fps is decent and stable which leads me to believe that the issue is on the gpu side (not very expected for tf2)

I use the 7950, so wrong camp and older compared to your card. I haven't heard of more recent Nvidia cards having issues with Source games.

Well I do have a spare 2600K and a 550ti, ill test it on that one. Because i know it played really well years ago when i got it. If it lags ill just assume that its the nvidia drivers fault and test older drivers.
