The +12v rail on my PSU is showing 20+ volts, my system is working but I had 3 shutdowns 2 weeks ago.

I have:
MBD: MSI Z490-A motherboard
CPU: i9-10850k,
GPU: GTX 1660 Super
PSU: Deepcool DQ850-M-V2L 80+gold

2weeks back I had three system shutdowns suddenly in 5-10minutes while doing video editing on Adobe Premiere. Then my PC stopped rebooting or turning on. So I started using my other low spec system and went researching what might have been the issue. After 2-3 days of research I found a suggestion to reassemble the whole PC unplugging the cable, reseating GPU and RAM, and miraculously my PC booted back, yesterday I was playing Counter Strike 2 my PC self-rebooted.

I was planning to upgrade my GPU to 3080 so today I was going through PSU videos checking wattage and stuff and there I found about +12V, +5V and +3.3V rails , so It sparked a doubt and curiosity and went to check my PC’s BIOS and It showed above +20volts in +12V rail, I searched internet and couldn’t find anything about it, my PC is booting temps are under 85-90 under heavy load as I have air cooler no AIO. Ill attach photos of HW info , HW monitor and BIOS readings but please guide how to upload images or screenshots.

The 12v rail is + - 5% or 12.6 to 11.4v. Replace the PSU especially if you're getting 3080. I would highly recommend at 850W ATX3.0 or 1000w ATX2.0 psu, the 3080 has bad power spikes and will trip out the 12v rail. The ATX 3.0 PSU are spec'd to handle this a lot better then the older ATX 2.0 units.

One of my friend suggested maybe there would be an issue with the motherboard so I tested this PSU on a low end system I5 7600k , gtx 1660 super and there were no voltage fluctuations

Test your PSU with multimeter.
20V doesn't sound believable. Your pc would not work with such voltages.

Then I tested an I9-10850k system with an old 650w Corsair PSU.
It showed 15V to 17V on the +12V rail.

Probably a bad sensor on the motherboard. And not having a proper reading could very well cause issues with system stability.

Replace the motherboard.

The cost to have someone investigate the issue and perform a repair well outweighs the cost of a replacement board.

You don't need anything ultra fancy. A $10 multimeter will be perfectly fine.
