which of them is the best?

I would say the Viewsonic may be the better choice.

Wiki EZ Vid rates it as best budget 32", and RTINGS.com also mentioned a 24" version of Viewsonic as best budget alternative (though 1080p 144Hz). I DO think however 1440p and 60Hz is more practical all around. Especially in budget gear since you may not have a GPU capable of 144 FPS on all titles. Even at 1080p that takes a fair bit of graphics power on a lot of today's games.

I would consider the Phillips. I actually returned a 27 inch 1080p ViewSonic 144hz gaming monitor just last weekend.

On the one I had, I tried an RX 590, as well as a Vega 56. Both had issues. The monitor would sometimes go black during gaming, so you would have to wait a few seconds for it to come back.

Not just that, but when I tried to turn too fast, like in the new Ace combat 7 game for example, I'd sometimes get a double image blur with a slight rainbow effect.

With those issues I returned the monitor for a cheaper one, and have not had the issues return. The new display has display port. For reference here is the monitor I returned.

Full disclosure, the review there is mine.

Edit

*I noticed on the one I had, they had no display port option. On the one you listed, it appears to have that. If you get the ViewSonic, I would recommend connecting via display port. From what I read when I was troubleshooting, freesync over HDMI is not the best method. On the new monitor I have, I have been using display port since I got it and have been very happy.
