the cpu bottleneck my gpu?

i currently have a gtx 750 sc from evga GPU
i also have a AMD a4 6300 dual core CPU

My friend can play the same games at max settings with a lower end GPU than me
(GTX 550 ti) but i cant play them at max settings.

im not looking to play demanding games
i play games like dying light, rocket league and csgo

im wondering if my cpu is holding me back

Your CPU is not the bottleneck.
To check it, do a simple test. Lower game resolution (leave other settings as is) and play the game.
If your FPS goes up -> you need a better GPU
If your FPS remains the same (not probable) - > you need better CPU.

intel core i5 2500

 
Just looking at CS:GO, performance is very dependent on the CPU. If you are running at 1080p, then your CPU will be limiting you. The i5 2500 is significantly more powerful per core, and has four separate cores with their own resources, rather than the two modules of your APU. If you play at 720p, things should be better.

Back to my first question. What memory are you using? Is this the same amount as your friend?
