Question The external drive is not detected and the lights won't turn on. I need help

The model is a Seagate Backhub Plus Hub. It has worked before but it doesn't work now. I haven't used it in a long time though. It also makes weird noises when I try to boot it up. Almost like it's trying to start, but somehow failing. I think there is an issue regarding the spin up. Windows shows a popup message as well saying it can't recognize the device. I have tried connecting it to a laptop, but it doesn't work there. It shows up on the device manager under disk drives when I press (View hidden devices) However, it does not show up on computer management. I am out of options and require help.

The noises it's making are the same noises it makes when it boots up, except they repeat themselves two or three times before dying down.
