The holes in my motherboard to instal a cpu water cooler are closed off

Hi everyone, I have an issue because the sockets that are supposed to go through the motherboard are closed of. I cannot install the back piece of my liquid cooler since the layout of the socket is there but it doesnt go trhough to the other side, they are blocked. Any info on what this is or any advice on what I should do would be greatly appreciated. My motherboard is the ROG STRIX X299-XE GAMING.

is it possible they are only blocked with a tiny fraction of a mm worth of plastic to punch thru, or, are they COMPLETELY blocked, as in, never bored/drilled/punched to start with....?

It look like it is plastic, I tried going through it since I saw it was weak, but I stopped because I thought I wold damage it. The holes are there, the plastic is just blocking the way in between. Should I drill them then?
