The left side of my screen is a bit downwards

I was gaming and alt tabing occasionally but suddenly Firefox froze for a few seconds and it's a bit hard to explain but when i was minimizing Firefox after the freeze the "image" of Firefox stayed on the desktop even though it was minimized. Anyway after that i rebooted my PC and two lines on the sides on the right and above appeared and trying to fix it i tried changing my VGA cable, booting my PC without GPU and with a different monitor, re installing AMD driver, trying different resolutions but nothing worked and moving H and V position from my monitor but it always get pass thru the black line but looking closely i notice that the lines are because the left side of my screen is moved a bit downwards

Ofc it is moved down to a lesser extent but it is to give you an idea and my paint skills aren't good 😛
 
Don't paint it take an actual picture and post, paint a grid and splat it on screen and take a picture of that, every cellphone has a camera.

Looks like something from the olden days of CRT. You are not using a CRT are you?

While you are at it, why not hook it up to another monitor/TV see what happens?
 


No its not a CRT, its a lcd samsumg, sorry forgot to mention and OS: Win7. The thing is that i already tried taking a picture but its impossible to notice the black lines cause they are really small and almost not noticeable unless you look it in front of the actual monitor carefully.

I already tried a different monitor but it is the same, there isnt a possibility that could be a Windows problem?
