The only way to fix 100 disk?

Is the only way to fix 100% disk to acquire a SSD or replace my hard drive? I think I've tried everything online and it doesn't seem to work.
 


Yeah I defragged it and then set it to defrag everyday to see if it helps, nothing changed. I checked the HDD's health everything was fine and
I disabled everything at startups (including services) and the issue is the same.
I disabled Prefetch and Superfetch, BITS and Windows Search
Now I just downloaded a Western Digital tool to check my driver to see if there are any errors. This is the last thing I think I can even do to fix it.
