Question the problem with 1080 ti fans

Hello everyone, I recently built a computer with a gtx 1080ti graphics card,16 GB,i5-10400f without an operating system, so far only the bios.When I turn on my computer, at first the fans on the graphics card are working, but then after ~2 minutes they turn off.I do not know what to do.Please help me (I'm sorry for my poor English).

My thought is that the gtx 10809ti graphics card has nothing to do and does not get hot enough to require cooling or simply goes into some power saving mode with the same end results.

Temperatures?
