Anyone reflect on this being actioned via "Executive Order"? Executive orders are issued in a state of War ..... considering the string of executive orders issued since 9/11 and prior, it seems we've been in constant war in one form or another for decades. That's how they by-pass Congress and the Con-stitutuon .....
So this Exaflop Computer when completed will be primarily for military purposes .....

Executive orders can be issued at any time and do not require a state of war. I think you may be confused since the president can send people into battle without declaration of war since he is the commander in chief. The president can not declare war without the approval of congress and all executive orders can be overturned by the senate, the house, or the supreme court.

Executive orders can be overturned by either branch of congress or the supreme court. The american government is set up in a way that the president can never act as a king.

We already have the CPU power, unfortunately this power is currently used it to take images of our private parts and send it to each other, if they could come up with a app that can use smartphones to execute a part of the program then we wouldn't need to build these.

A giant waste of money to build it. A giant waste of money to power it. Let China waste their resources on it and then send a cruise missile to destroy it....

Because cruise missiles are so cheap... and the additional cost of the full out war to ensue is merely peanuts.
