Sometimes, when I return to my desk after being away and sit down in front of my PC, the screen briefly flickers—turning on and off for just a few milliseconds/seconds—before returning to normal. What could be causing this, and is there a way to fix it?

My PC:
Windows 11 pro 64-bit
AMD Ryzen 5 7600x
Nvidia GeForce RTX 4070 Super
Kingston FURY Beast 32GB 6000MT/s DDR5
Kingston KC3000 PCIe 4.0 NVMe M.2 SSD
MSI B650 GAMING PLUS WIFI
Gigabyte UD850GM power supply unit 850 W
Monitor: Samsung - 27” ViewFinity S7 4k UHD 60Hz

I had a similar problem, i thought its my gpu, my hdmi/display port. Turn out i was messing around with my cpu pump, make sure its in the "opt" or pump section directly with the plug itself, hope that help... goodluck. Edit: this is of course i'm assuming you have an "aio"

It's hard for me to understand because I'm new in the PC world. However if I'm understanding you right, the cable is in the right place but it's a normal fan, not a liquid cooler. I thought it was more something about electricity on my body or something, because it's just when I get close to the monitor after being away

Yes sir thats correct, also make sure hdmi enters the correct gpu slot if that maybe an issue. I'm new also (returning after 15+ years. Make sure "liquid cooler" goes into opt or pump zone its difficult to see but it does say it Cpu_opt" if you need extra pics for help, i'll send later tonight), how i did mine was confusing i didn't connect directly to the opt i use an extender (from my stock fans) i replaced my stock fans for lian li ones however since i'm not using that the concept of plug work the same way i extend it from the front to the back for cleaner look, that why for me the flickering was more apparent like it needed to draw "more power,". but it wasn't. Somes things aren't compatible ... extender for me helped, i had to connect to opt for cpu aio fan the other for lights. i have to ask.. does your pc make noises? mine did so for me it indicated it right away, but then again i trial and errors alot with my pc.

I double checked and it is all in order. One fan was making noises 2 days ago for no reason and it stopped. I'm confused. Anyway, I'm noticing that the problem on the screen happens every time I touch the table.
